Can you help me to turn stomach fat into biceps?

Hallo,

My name is Nigel Barksfield, born in England, but living in Thailand. I wonder if you could help me? I have eaten a lot of food to maintain my body weight at 60 kg {I am 5'8 or 1.73m}. However, the excess weight is apparent as stomach fat. I have a problem because no matter how much I exercise, I can't turn the food I eat into biceps. I am 60 years old.
